Constitutional clauses

1. Citizenship is individual. Citizen status attaches to a natural person, not to an account, organization, or treasury. It cannot be sold, gifted, or wrapped.
2. Citizenship is time-vested. A citizen is recognized after a charter-defined participation period in funnel surfaces (speaking, hackathon judging, podcast appearance, live show).
