Mandate

• Drafts the cadence re-budget for every category SubDAO on a 90-day cycle.
• Ratifies inversion-detection findings published by the chancellery's telemetry layer.
• Holds a Tier-Lord vote on category split/merge/sunset proposals.
• Required to recuse on any category where Marcellus holds another formal role.

Powers

• Can call an off-cycle re-budget by Tier-Lord supermajority.
• Cannot lock a category slice beyond a single cadence without consent of the affected SubDAO.
• Cannot impose coupling between categories — only ratify opt-in couplings.

Accountability

Every ratified re-budget is logged in the public OICC ledger with a justification trace (HAVIS three-layer format: Solution / Justification / Risk). Hidden inversion that persists past one cadence under Marcellus's tenure is grounds for charter-level censure.
