How it composes inside the Forge

1. Any forged skill can declare delegates: [maru] in its front-matter
2. When the host skill detects a no-win precondition (R > 0.4 from Guardian, or explicit no_win: true flag), it invokes /maru with its own targets
3. /maru returns a reframe; host skill resumes with the new rule set
4. Capsule emits paired events: <host>.delegated_to_maru → maru.reframed → <host>.resumed
